Smart cards are being planned for 16- to 18 year-olds in learning. Prime Minister Tony Blair made the announcement at the Labour Party conference last month.

Education Secretary David Blunkett said the youth card would be a learning reward card and act as an electronic key to personal information such as a CV. It would also be used for enrolment and attendance monitoring, education maintenance allowances and offer a range of discounts. The proposal builds on the Learning Card introduced in January last year that explains young people’s entitlements to further learning and careers information.
