I note with interest that performance pay awards for teachers may be delayed because it is not entirely certain who exactly all the teachers are who may be eligible for them.

This suggests to me not a rigorously-applied performance pay system but a lottery with a potentially arbitrary cut-off point.

nbsp;In short it looks like performance pay for teachers will work just like all the other large scale performance pay schemes across industry.
