BY what criteria does Chris Woodhead judge LEAs, if we are told that you can have well-run LEAs with low-performing schools?

Does this mean that you can also have well run schools with lowperforming teachers? Or to take it to its logical conclusion, well-run classrooms with low-performing pupils.
