The HMI report on Achieving success in S1S2 suggests that its proposals for a more coherent and limited curriculum in S1 and S2 are at odds with the subject-based and promoted post structure of secondary schools.

Why is it that teachers are only able to teach narrow subjects to S1S2 when they have benefited from the broad curriculum offered by Scottish Highers and the Scottish Ordinary degree?
