Mandarins’ future is bright for now

Some anxiety at the Department for Education and Skills, where a “capability review” is due. These reviews of performance, run by the Prime Minister’s Delivery Unit, are carried out by teams that include outsiders and their reports will be published. “I want review teams of credible and hard-hitting experts,” wrote tough-man Sir Gus O’Donnell, the Cabinet Secretary, in the journal Public Finance. He wants a “transparent” process that will find “hard-edged” evidence. But the DfES mandarins should relax: they are in the second wave of reviews. The first includes the Home Office, and nothing could be as bad as what’s gone on there.
