16-18 PARTICIPATION

* Target: by 2004, 80% taking part in learning

* Progress check: Latest estimate 76.4%, an increase of nearly 1% over last year and the highest level since the mid 1990s

LEVEL 2 (GCSE EQUIVALENT) AT 19

* LSC target 85% to achieve such by 2004

MODERN APPRENTICESHIPS

INVESTORS IN PEOPLE

EMPLOYER TRAINING PILOTS

FOUR PRIORITY SECTORS

* Pilots in construction, retail, health and manufacturing have engaged 20,000 learners in 42 out of 47 local LSCs.

* Unit cost at pound;800 (level 2) and pound;1,100 (level 3), ‘significantly lower’ than conventional routes

CENTRES OF VOCATIONAL EXCELLENCE

* Manifesto target of 180 centres by Dec 2003

* Progress check 157 already established

* Forecast 275 by March 2004 and 400 by 2006

QUALITY OF PROVISION

* 75% of learners in provision which is “acceptable or above”

* ALI inspections show quality of Work Based Learning (WBL) is improving

* jointly funded and managed with DfES
