Jotter’s roll of shame shows that the authorities without a single woman in the top ranks are Aberdeen, Aberdeenshire, Fife, Highland, Perth and Kinross, Scottish Borders, West Dunbartonshire, Orkney and Shetland.

By contrast East Ayrshire director John Mulgrew finds himself surrounded by three women in the four-person directorate. And it is worth noting that Glasgow’s directorate of eight has a respectable tally of three women.

It all depends, of course, on what we mean by the directorate. Highland, for example, would not be on the roll of shame if the council’s area education managers are included: Annette Sharland in Skye and Lochalsh. And East Lothian’s third-level tier of six “managers” produces another three women.

We are all, in fact, managers now. Gone are the simple days of deputes and assistants, although Dundee, East Ayrshire, Edinburgh, Glasgow and Moray have held on to deputes while Glasgow continues with that faithful old retainer the senior education officer.

Glasgow, Inverclyde, North Lanarkshire, Perth and Kinross and West Lothian have all appointed school heads to senior posts. Only one, however, is from the primary sector: Christine Higgison from Kelvindale primary in Glasgow.
