(Photograph) - Birmingham pupils, many with special needs, brought together to learn about science at the city's new Millennium Point development by the 'University of the First Age', which aims to give children educational experiences outside school. But inspectors say a significant minority of authorities are failing to emulate such successful work, with a third failing to integrate special needs pupils satisfactorily.
