You suggest the threshold exercise wasted a lot of money. To many teachers it was also morally unjustifiable. I should guess that almost all of those eligible thought that they should not have to apply (for the pay rise) whether they filled in the form or not.

The system is up for review in 2002. Let us hope that the Government, learning from this fiasco, will reconsider the limits of its authority in state education.
