The Conservative leader deserves a hearing for his argument for “free schools”. Giving headteachers almost complete control over their schools is a credible way of reducing the flow of paper from Great Smit Street. But it raises the possibility of a profound shift in education policy, reversing the trend, supported by all the main parties over the past decade, towards more control from the centre.
