OF course “tests swallow up whole (last primary) year”, when the results of those tests are misused (TES, November 1). Mr Clarke is muddling instruction with education when he states that he does not believe that the new key stage 2 targets were too demanding.

He, of all people, should be aware that instruction is only instrumental but education is more enduring.

In addition, the unfortunate level 3 pupils, upon entering secondary education are labelled “failures”. No wonder truancy is rife in secondary schools. This new Robin Hood of education with his targets should belt up or resign.
