David Crawley, a civil service high-flyer, is the new head of school education and sport at the Scottish Office. He is being promoted from assistant secretary to under-secretary, taking over from John Martin who is moving to transport.
Mr Crawley, who had a previous stint in the education department in the late 1980s looking after the curriculum and examinations, has been working on the powers and functions of the Scottish parliament, helping to pilot through the devolution legislation.
