Council leaders are prepared to agree an improved scale for basic pay, allowing teachers to reach the top more quickly and offering a higher maximum for unpromoted staff.

The 18,059 teachers at the top of the basic scale currently earn Pounds 21,954. An additional 10 per cent would boost this to around Pounds 24, 000 and add Pounds 37 million to the annual pay bill.

Councils insist bigger salaries would have to be met by the Government as the price of “modernising” the profession.
