Jailed juvenile girls are to be detained separately from women prisoners in units to be set uo by 2006. Four new units for girls are expected to be built at existing jails. The move follows warnings from the chief inspectors of prisons and schools that girls should not be held in ordinary prisons. Anne Owers and David Bell said the youth justice system was still failing vulnerable young women.
