On the subject of grub, it was recently revealed that taxpayers’ money spent on the Department for Education and Skills’s staff bar and canteens fell from pound;111,000 in 1999 to pound;35,000 in 2004. But how was it achieved? Are our poor mandarins dehydrated and starving? Or are people tampering with their turkey twizzlers?

The official explanation goes like this: “The reason it has gone down is because, since 2002, we’ve had one single contract instead of having to subsidise four different contractors.” So who was the canteen being run for before? The staff or the contractors?
