THE report is likely to disappoint the unions by ducking the issue of further cuts in class sizes, although it will support free, national collective bargaining, with local flexibility, for future pay talks with local authorities.

Headteachers, however, ar likely to be given a say in the outcome, while a new parallel body would monitor the effectiveness of the negotiating machinery.

The Educational Institute of Scotland has confirmed that it will ballot members on the outcome of the negotiations.
