PUPILS excluded from school for serious or threatened violence, drug-dealing or carrying a weapon should no longer be reinstated by independent appeal panels, under tough new guidance that came into force this week. Panels now have to include a teacher, balance the interests of the excluded pupil against the interests of the school community and cannot reinstate pupils on a technicality.
