Officials have dropped plans to offer two sets of national tests for 11-year-olds. They had hoped pupils absent for the first tests would be able to sit the second and so be included in the statistics. But the idea has been shelved as too expensive.

Schools have been concerned that pupils who are absent for the current tests are marked as having scored zero, damaging their league-table positions.
