A study of the implications of the teachers’ agreement on music teachers was thwarted because a local authority did not want to “open a can of worms”, it was claimed.

Neil Houston, a lecturer in music education at Edinburgh University, believes that the new conditions may not have been fair to all - music teachers among them.

But his request to speak to music teachers in one local authority was turned down, and any further approaches were also ruled out.

He believes the authority considered the issue too sensitive for him to be granted access, but hopes to keep his research alive by approaching a number of smaller authorities instead.
