The research team underlines the importance of engaging grassroots teachers in any review of the agreement, which might lead to further reform. They encountered continuing concern that the pace of change was not slowing down and that initiatives were being "imposed on them". Asked whether they had more professional autonomy than before the agreement, only 11 per cent answered yes.

The report acknowledges that attempts are being made by the Scottish Executive and local authorities "to stimulate innovation by teachers rather than on teachers," but this shift has not yet been achieved.

The team suggests that there should be a reduction in the number of initiatives launched without apparently consulting teachers, and clearer communication about what exactly is meant by the 35-hour working week.

Other suggestions for easing in the changes are more CPD on classroom discipline techniques and improved supply cover to cope with the reduction in class contact to 22.5 hours a week - even laptops for teachers.

The action plan drawn up by the SNCT calls on local authorities to develop CPD courses for teachers on effective time management.
