Last year there was a spate of minor criminal activity locally. Many residents pointed the finger at a 13-year-old frequently seen on the streets at 3am. “He’s got an alibi,” said the police and another agency responsible for his care, “that’s when he starts his milk round”.

If such scant regard to the enforcement of child employment regulations is prevalent will changing the regulations make an iota of difference?
