Sixth-formers living in Wales who win places at Welsh universities will not have to pay top-up tuition fees under a cross-party deal announced this week. English and Scottish students studying in Wales will pay up to pound;3,000 in variable fees, while Welsh classmates will pay only the current fixed Pounds 1,200 tuition charge. The Welsh Assembly voted against tuition fees last month. The Assembly government has pledged to make up the funding shortfall from loss of fees to Welsh universities.
