Local authority employees are paid on a nationally negotiated 49-point scale with conditions of service set out in a document called the “Green Book”.
However, there are no national grades and detailed pay and conditions are negotiated locally, through joint union employer discussions.
Most church and foundation schools already use local agreements as the basis for support staff pay rates.
