Unions could regain the power to negotiate teachers’ pay and conditions as part of a package of radical reforms being put forward by local government groups.

The Local Government Association and the Local Government Management Board, which represents council employers, are consulting on proposals to replace the independent pay body with a new tripartite organisation made up of union, employer and independent representatives.
