School playgrounds should be open for use out of school hours, a report on play recommends. The Department for Culture, Media and Sport study says children are stopped from playing out because of fears about safety, traffic, and run-down areas and because of the distance to parks. Ministers have earmarked pound;200 million of lottery money for play facilities.
