(Photograph) - Every child matters and for Tameside council and England’s 149 other local authorities it means tough targets for five-year-olds.

By this time next year Ruth Kelly wants every council to tell her how they will close the gap in achievement between deprived children and others.

The Education Secretary also wants to know how many five-year-olds in each area are developing well and are able to read simple words such as cat.

She believes the answer to providing high-quality childcare and education lies in places like Greenside primary and children’s centre in Tameside.
