Primary heads in Cardiff have expressed “frustration and disappointment” at a #163;350,000 funding shortfall threatening the delivery of the play-led foundation phase for three- to seven-year-olds. They say there will not be enough cash to cover the cost of extra teaching assistants needed to make up the recommended 1:15 adult-to-pupil ratios. The Assembly government said the formula was agreed with local authorities based on pupil numbers.
