The Assembly government has been urged look at alternatives to mainstream jobs for young people who are not in education, employment or training (Neet).
In a report from the Institute of Welsh Affairs, Professor Howard Williamson of the University of Glamorgan said ministers should “bite the awful bullet” and acknowledge that sustainable employment is not realistic.
