David Henderson reports from the NASUWT conference at Seamill on growing classroom disquiet over indiscipline

THERE were 10,900 young people in local authority care at the end of March last year, a 4 per cent decrease on the year before. This represents 10 in every thousand under-17s, but ranges from 3.1 per thousand under-17s in East Renfrewshire to 18.5 in Glasgow.
