In issuing hold-the-front-page news of appointees to the Scottish Council for Research in Education, the Scottish Information Office’s electronic bulletin board helpfully lists SCRE’s principal functions - undertaking independent research, publishing and disseminating findings, encouraging teachers to be researchers.

Unfortunately, each of these is preceded by a question mark. Happily the news release goes on to praise the new chairman, Bill Furness, ex-BT, for being able to offer fresh strategic advice.
