IN ITS Circular 594, the Department for Education and Employment states that “Section 28 has never applied to individual schools but to local authorities.” In this case, why all the fuss about repealing or retaining it?

Teachers provide balancedsex education which ‘promotes’ neither homosexuality nor heterosexuality and have always dealt practically with pupils’ questions.
