teenagers from low-income families will be paid pound;30 a week to stay in education after the age of 16, Chancellor Gordon Brown has announced. The education maintenance allowance has been judged a success after a four-year pilot. In trials, means-tested payments raised the number of 16-year-olds staying on by 6 per cent, equivalent to 20,000 students a year.
