Every college in England will offer the public free access to the information superhighway if the Further Education Funding Council succeeds in a bid for Pounds 20 million from the Millennium Fund. Communities would gain access to the Internet, an international system of computer networks. Sir William Stubbs, FEFC chief executive, said: “People would incur charges only for additional costs of education and training.”
