RADICAL plans to reform councils with elected mayors and Cabinet-style government were unveiled by the Government this week, writes Clare Dean. Deputy Prime Minister John Prescott claimed the move would give a better deal for local people. Civil servants envisaged a “full and powerful” role for parents and the churches, including voting rights, in education.
