Prince's plan

The Prince of Wales has called for voluntary work to be made available to all 16-year-olds. Launching an expansion of the Prince's Trust Volunteers scheme, he told an audience that included John Major and Tony Blair of his hopes that voluntary work would become part of a national qualification.
