Teenagers in prison should make educational progress at the same speed as those in mainstream schools, according to Ed Balls. The Children, Schools and Families Secretary is to consult local authorities about improving their role in educating school-age prisoners from the start of next year. Mr Balls said: “Giving local authorities responsibility would mean all young offenders ... receive high-quality learning, consistent with that of schools.”
