Prize detentions

I see that school heads might be given more power to detain disruptive pupils after school in order to improve discipline and that "schools with the best disciplinary records will get prizes" ("Detention powers for heads", TES September 29). Will this mean that schools that give more detentions will be awarded prizes, or those that give less?
