Problems with putting price on pupils’ heads

I welcome the pupil premium. I wish it was weighted to children in key stage 1 where, judiciously spent - on teaching children to read, for example - it would reduce the problems that make the premium necesary for older pupils. We need tough long-term solutions to solve what former education secretary Sir Keith Joseph called the long tail of underachievement in English education.
