The introduction of university fees would not be as unpopular as politicians had feared, judging by the results of a new opinion poll.

The survey by the German Foundation for Science and the Centre for University Development found that 54 per cent of the general population and one-third of students were in favour of fees - as long as the money was ploughed back into higher education.

An astonishingly high number of students -47 per cent - also favoured loans which would be paid back when a specific level of income is reached after graduation.

Students said they were willing to pay up to Dm1000 per semester (pound;700 a year).

Some 70 per cent of the general population and 97 per cent of students were against university fees being absorbed into general government revenues rather than going to universities.
