A Conservative government would “declare war” on the education establishment and the exam authorities, David Cameron told his party this week. The Tory leader promised: “A declaration of war against those parts of the educational establishment who cling to the cruelty of the `all must win prizes’ philosophy and the practice of dumbing down.” He condemned the Qualifications and Curriculum Authority for allowing pupils to receive marks for writing “F off” as an exam answer. He had two words for the quango: “You’re fired.”
