The leadership of Reid Kerr College in Paisley, which is at the centre of a lengthy pay dispute with lecturers, has received a blistering report from HMI.
The Inspectorate found that on six counts of performance the management was only “fair” - a step away from the lowest rating of “unsatisfactory”.
By contrast HMI judged that teaching in the eight course areas it investigated was good or very good in 82 per cent of the 108 lessons the inspectors had seen. Staff were committed to improving the quality of their work but “in many areas there was no systematic approach to monitoring and review of learning, teaching and student achievement”.
The inspectors pronounced its “fair” verdict on the college’s aims, policy and planning, staffing, resources, quality assurance, staff commitment to improvement and quality improvement itself.
The Reid Kerr board is urged to improve its communication with staff, which is rated as no more than fair. The academic board, which has not met since December 1996, is also slated by HMI which urges that it be reconstituted to oversee course quality and student achievement.
