Fred Forrester, depute general secretary of the Educational Institute of Scotland, has urged people “to think the unthinkable” in religious and moral education. Mr Forrester said RE should not promote Christianity or any other belief system but offer “a philosophical survey of the main world religions”. The statutory protection for religious observance was a continuing irritation which had an adverse effect on the RE curriculum.
