‘Risky’ to use PPP

Unison is to step up its campaign against public private partnerships (PPPs) in the wake of the collapse of Ballast, the company in charge of the pound;45 million revamp of East Lothian’s secondary schools.

Matt Smith, the union’s Scottish secretary, said this had exposed the concept of transferring risk to the private sector as a myth. The result of the company’s failure was that subcontractors had been left unpaid, schools were unfinished and the local authority had to pick up the pieces.

Renfrewshire’s pound;160 million PPP schools scheme had only one bidder, and a window replacement scheme in Falkirk schools had ground to a halt.
