Ofsted inspectors will fail any primary or secondary school in England which does not register all its teachers with the Independent Safeguarding Authority’s vetting and barring scheme from July 2010 - which will cost Pounds 64 per staff member. The regulations are designed to protect headteachers from employing criminals and paedophiles, but heads believe the rules are confusing and could be misinterpreted by inspectors.
