More than Pounds 1 billion is needed to make schools safe, according to a Liberal Democrat survey of 44 local education authorities.

Nearly a third of authorities said they required more than Pounds 10 million to bring schools up to recommended health and safety standards and four needed more than Pounds 45 million. One authority said it would need Pounds 2. 25 million just to replace windows. Don Foster, the party’s education spokesman, said: “Children are at risk in the classroom because of persistent capital underfunding by the Government. ”
