Sir Ron Dearing has stepped down as chairman of the School Curriculum and Assessment Authority. He is succeeded by deputy chairman Graham Mackenzie. SCAA is to merge with the National Council for Vocational Qualifications in 1997, forming the Qualifications and National Curriculum Authority.
