Ministers are set to miss their key school target to make sure 85 per cent of 11-year-olds master the three Rs, a survey said this week. National test results will show a small rise in the numbers of children reaching the level expected for their age group in English, maths and science, according to the Independent.
But the paper’s survey of England’s 150 local education authorities suggested the improvements would not be enough to meet the targets set for this year.
