The Scottish Executive should bring further and higher education back under the control of the Education Minister, Margaret Nicol, EIS president, urged. One of the causes of the Scottish Qualifications Authority’s difficulties had been the split in responsibilities between the enterprise and lifelong lerning department and the education department. Joined-up government should mean joined-up departments, she said.

“Responsibility for education and training rests in offices 40 miles apart,” Ms Nicol said. Glasgow houses the lifelong learning department and Leith the education department.
