* The Scottish Office is to publish a revised White Paper on lifelong learning and will follow a separate line and time-scale from south of the border, Mr Weeple confirmed. It may include the concept of the “right to study”, an initiative to force employers to consider their workers’ learning needs.
Mr Weeple re-emphasised the Government commitment to slim down the number of post-16 institutions, a clear reference to the FE sector. “We have got a very cluttered institutional landscape,” he told the seminar. “We have to decide which institutions we want, which we do not want and how do they begin to fit together.”
