NEW Labour may weaken the stranglehold of the privately educated middle class on the top dozen universities, but the real issue is the education of the mass of children. Investment in diversity should be taking plac within the comprehensive framework, not beside it. Otherwise, the Government risks the creation of a two-tier state education system, with remaining comprehensives regarded as even more second class than at present.
